Fixed in v0.19.3, and I had a look at your plan to be sure. Your Coal Power Plants 1 exports 255 coal a minute and your Steel Factory now draws exactly that, so the link is reading correctly. Two things were wrong before: a mine that sizes itself had nothing telling it how big to be once it was only feeding other factories, so it exported nothing, and when two factories drew from one line the second link overwrote the first instead of adding to it. One thing worth knowing before you wire Coal Power 2 back up to it. That mine only has 255 a minute spare after its own generators, and between them your Steel Factory and Coal Power 2 want 495. Each factory now takes what it needs rather than swallowing the whole belt, but there genuinely is not enough coal for both, so they would both run short. You would want another miner on that node, or a second coal node, before splitting it.
