Auto-plan Buildings-to-Power Shard Ratio

When I'm making factories early on, Iike to optimize my ration of how few buildings I can build without using an absurd number of power shards. For example sometimes I can reduce the number of Smelters I need by like 3, but at the cost of an additional 18 power shards and that's just not worth it. I hope I explained this correctly so that it makes sense
